Sheesh, what is wrong with y'all? Don't you see how the blocks are strategically placed above those green storm cellar doors in the last pic? Those doors are painted shut. In case of an impending storm, someone climbs up, cuts the ropes, lets the blocks drop to break the paint seal. Simple!>>>

That's part of an experimental fall-arrest system? A makeshift warning line system? They'll add the yellow flags tomorrow? They installed those to keep their membrane from shrinking? Eventually they'll paint them because they make provocative advertising? It's going to be an insurance agency? To frighten away trespassers? Loiterers? Inspectors? Pelicans? They're sundials? When the shadow strikes the base of the wall it's beer-time? They're plumb-bobs? At high noon they know where to place the foot of the columns? They put a new one up each time some bricklayer gets fired? It's an architectural element designed to imbue the structure with a weightless quality? They counter-balance some scaffolding hanging on the inside? Practical joke on the masons? Yesterday they had plugs of asphalt hanging there? They cut one down each time they get a construction draw? It's a raffle? Each one has a number on the inside? They give you a long stick and if you can knock one down you get a chile relleno? Those were the blocks that were caught trying to sneak off?>>>
