Roofing Day in Washington D.C. is taking place for another incredible year on April 8-9, 2025! Every year, the National Roofing Contractors Association (NRCA) ROOFPAC brings together roofing professionals from across the country to engage directly with members of Congress and their staff, advocating for policies that support workforce development and economic growth.

Why it matters

The roofing industry is a $100 billion sector employing nearly one million people. From constructing affordable housing to maintaining hospitals and schools, we provide essential services that sustain communities nationwide. However, ongoing workforce shortages and outdated policies threaten the industry’s ability to thrive. Advocacy efforts like Roofing Day in D.C., ensure that lawmakers recognize the importance of the industry and support initiatives that foster growth and stability.

This year’s key workforce issues

The NRCA is committed to continuing its efforts to focus on addressing workforce challenges and pro-growth tax reform. You are invited to participate and engage with policymakers on the following workforce shortage solutions:

1 – Support increased funding for Perkins Career and Technical Education state grants

• An increase of $70 million in yearly funding would help expand and improve career and technical (CTE) programs, which are significantly underfunded compared to four-year programs, to ensure more students receive training for in-demand trade careers.

2 – Back the Stronger Workforce for America Act

• This bipartisan legislation seeks to reform the Workforce Innovation and Opportunity Act (WIOA) to not only make workforce training more accessible and flexible, but also to streamline bureaucracy, increase awareness of training programs and create stronger collaboration between industry leaders and educational institutions.

3 – Co-sponsor the Essential Workers for Economic Advancement Act

• This proposed legislation would establish a new visa program to match employers with temporary workers to fill urgent workforce needs. The system is designed to allocate more visas during times of economic growth and fewer during downturns, creating a responsive and sustainable labor force strategy.

4 – Support a permanent solution for TPS and DACA workers

• The industry supports legislation that would provide individuals who currently work under Temporary Protected Status (TPS) or the Deferred Action for Childhood Arrivals (DACA) programs a pathway to lawful permanent status to allow them to continue contributing to their communities and workplaces.
