The National Roofing Contractors Association (NRCA) has achieved a significant milestone in its advocacy efforts with the introduction of H.R. 6655, “A Stronger Workforce for America Act.” This legislation, presented by Chairwoman Virginia Foxx (R-NC) and Ranking Member Bobby Scott (D-VA) of the House Education and the Workforce Committee, marks a positive step in the reform of the Workforce Innovation and Opportunity Act (WIOA).
WIOA, a federal initiative providing funding for state-based workforce training and career services, has been a key priority for the NRCA. The association has actively participated in bipartisan negotiations, emphasizing the need for reforms that align with the workforce development requirements of employers, particularly in the roofing industry.
The proposed reforms outlined in H.R. 6655 reflect a commitment to making WIOA programs more accessible and responsive to the needs of employers. Key provisions include the streamlining of programs and applications to alleviate paperwork burdens for small businesses, the enhancement of state and local workforce boards to better target industry needs, and increased recognition of competency-based training and certification programs.
One of the standout features of the bill is its emphasis on fostering sector partnerships between employers and community colleges, a move that can significantly enhance workforce development. The allocation of additional funds – $200 million annually – from existing federal fee-based programs further underscores the commitment to strengthening WIOA initiatives.
NRCA’s initial review of the proposal indicates strong support for the positive reforms, with the association anticipating increased opportunities for roofing industry employers within WIOA programs. As the House Education and the Workforce Committee plans to vote on the bill, NRCA is pleased to convey its support to committee members.
The bipartisan nature of H.R. 6655, demonstrated by an overwhelming vote of 44-1 during committee approval, suggests a promising trajectory for the legislation in both the House and the Senate. The NRCA’s continuous efforts on Roofing Day in Washington D.C. have played a pivotal role in influencing positive legislative developments, showcasing the impact of industry advocacy on shaping workforce policies.
